What is the Standalone Model versus the With GovTech model?
SolarAPP+ is designed to adapt to the diverse needs of local permitting departments. Jurisdictions may choose from two primary implementation models:
- Standalone Model – Suited for jurisdictions that currently accept applications via email, mail, or in person.
- With GovTech Model – Designed for jurisdictions already using an online permitting system (such as Accela, Tyler Energov, eTRAKiT, or similar platforms).
Both options are intended to streamline the permitting process with minimal disruption. A simple integration path is available for jurisdictions seeking to connect SolarAPP+ with their existing systems.
Option 1: Standalone Model
Recommended for: Jurisdictions without an online permitting portal.
With this model, SolarAPP+ handles the full permitting process directly. No additional software is required.
Workflow:
- Installer submits a project in SolarAPP+ and pays the administrative fee.
- Installer pays the jurisdiction’s permitting fee within SolarAPP+ using Stripe. Funds are transferred directly to the jurisdiction’s bank account.
- SolarAPP+ automatically issues approval documents and stores them for both the installer and the jurisdiction.
- The permit is issued instantly, including all relevant inspection documents.
- (Optional) The jurisdiction may assign its own local permit number to the SolarAPP+ record—following its internal numbering format—and communicate that permit number to the installer for reference and inspection scheduling.
This model is quick to adopt and requires no changes to your existing permitting systems.
Option 2: With GovTech Model
Recommended for: Jurisdictions already using an online permitting system.
The With GovTech Model allows SolarAPP+ to automate plan review and integrate with your existing permitting software that instantly issues solar permits.
Workflow:

Approval documents are automatically generated and shared with both the installer and the jurisdiction.
The installer is directed to your permitting portal to:
- Pay the jurisdiction’s fee
- Upload all SolarAPP+ approval documentation
- The permit is issued instantly through your existing system.
This model enhances your current permitting workflow without requiring significant changes to your platform.
